Project Overview
Nemo Wifi, now known as FREEWIFI.ne, is a free public WiFi network initiative launched by the Canton of Neuchâtel in 2015. I worked on the authentication system and network management platform, providing secure internet access across approximately 300 access points throughout the region.
This public-private partnership project demonstrates how technology can bridge the digital divide and provide essential internet connectivity to citizens, tourists, and digital nomads across the canton.
About FREEWIFI.ne
FREEWIFI.ne represents one of Switzerland's most ambitious public WiFi initiatives, providing free, secure internet access across the canton of Neuchâtel. The service is the result of a public-private partnership involving the Canton of Neuchâtel, municipalities, and private partners including Arcantel SA and Groupe E.
Extensive Coverage
Over 300 access points distributed throughout the canton, covering public squares, cultural institutions, hospitals, health facilities, and other public spaces in cities like Neuchâtel and La Chaux-de-Fonds.
Unified Access
Single authentication credential valid across all 300+ access points. Once registered, users can seamlessly connect to FREEWIFI.ne throughout the canton without re-authenticating at each location.
Privacy-Focused
The system stores only phone numbers for SMS authentication - no names, addresses, or personal data. This minimal data retention approach respects user privacy while providing secure network access.
Technical Implementation
The authentication and network management platform is built with PHP, focusing on security, scalability, and ease of use. The system handles user registration, SMS-based authentication, and manages connections across the distributed network infrastructure.
SMS Authentication System
Developed a secure SMS-based authentication flow where users register with their phone number, receive a verification code via SMS, and use that credential to access the network. The system supports both Swiss and international phone numbers, making the service accessible to tourists visiting the region.
Distributed Network Management
Managing 300+ access points across the canton required robust infrastructure monitoring and load balancing. The platform tracks connection status, network health, and usage patterns while ensuring consistent service quality across all locations.
Privacy & Compliance
The system was designed with privacy as a core principle, minimizing data collection to only what's necessary for authentication (phone numbers). All technical implementations comply with Swiss federal telecommunications laws and data protection regulations, with limited data sharing restricted to legal requirements.
Impact & Community Benefits
FREEWIFI.ne serves thousands of users across the canton, from residents accessing internet in public spaces to tourists staying connected while exploring the region. By providing free, secure WiFi access, the initiative promotes digital inclusion and supports economic activity in public areas.
Digital Inclusion
Free internet access reduces the digital divide, ensuring all citizens and visitors can access online services, education, and information regardless of their economic situation.
Tourism Support
International tourists can easily stay connected throughout their visit without expensive roaming charges, improving the visitor experience and promoting the canton as a connected, modern destination.
Public-Private Partnership Model
FREEWIFI.ne demonstrates how government entities and private companies can collaborate effectively to provide essential public services, creating shared value for the entire community.
This project showcases how thoughtful technical implementation can deliver real social impact, making internet connectivity a public good accessible to everyone in the canton.
